There are, I am sure a variety of reasons for not reporting the theft, but I am sure the inconvenience and expectation that Police would not recover it, were high. If it were not reported as stolen, the chances of recovery would be nil.

If it is at a Car Boot Sale, discreetly, note the number of any vehicle being used, move to a location where you can discreetly keep the person in view and call local Police to deal with the matter. If the person tries to leave the scene don’t risk injury by trying to detain him/her, pass the car number, and direction to Police by using 999.
